Reviewed and analyzed solicitations; developed compliance matrices and templates; researched/wrote non-technical content; prepared materials and coordinated/facilitated reviews; and distributed and tracked subcontractor data calls, and responded to prime contractor data calls. Achievements include:

·         Writing multiple proposals for non-technical contracts with minimal or limited support during exceptionally heavy workloads, including a winning Blanket Purchase Agreement (BPA) opportunity

·         Managing approximately 25 proposal efforts, including personally overseeing three major IDIQ solicitations (GSA STARS II, CMS SPARC, NOAALink) with coordinating, organizing and utilizing extensive data call materials from large subcontractor teams (CMS SPARC won – the other two are still pending award)

Proposal Manager – Eagle Ray, Incorporated/Kore Federal, Incorporated (February 2013 – November 2014)

(Kore Federal was acquired by Eagle Ray in December 2013)

Managed and coordinated proposals for Federal solicitations valued from $1 million to $10 million. Worked with capture leads to analyze solicitations, develop compliance tools and resources, and prepare and facilitate bid/no bid, kickoff and review meetings. Edited, formatted and distributed proposal materials for review, and collected and consolidated review comments and changes. Achievements include:

·         Reorganized and/or developed Kore Federal’s SharePoint-based proposal infrastructure and resources, including boilerplate materials, templates, administrative/tracking tools, resumes and past performances

·         Supported Eagle Ray’s transition from SharePoint to SharePoint 365, including re-organizing/streamlining folder structure, drafting proposal support resources and developing Excel-based tracking tools

·         Coordinated multiple, concurrent proposal efforts involving independent consultants, multiple subcontractors and data calls to prime contractors

·         Wrote and developed Eagle Ray’s draft proposal process Concept of Operations (CONOPS).

Proposal Manager – C2 Technologies, Incorporated (February 2010 – February 2013)

Supported proposal efforts for Federal solicitations in a “proposal shop” environment on bid values up to or more than $10 million. Analyzed solicitations, developed compliance matrices and templates, and coordinated tasks among executives, capture leads and production staff. Was liaison/point-of-contact for internal and subcontractor proposal team members. Distributed review materials, and collected and consolidated comments and changes. Coordinated final production of submission documents. Achievements include:

·         Supported an average win rate of 30% to 35% per year, including minimum winning proposal values of $50,000 and up to a maximum winning BPA proposal valued at $30 million

·         Developed, maintained and distributed a “daily snapshot” status report of active proposal response efforts which was highly praised by executive management as a critical, game-changing resource for organizing workloads and time management among multiple departments, resources and offices

·         Built and maintained a past performance library and its Excel-based tracking matrix.

Proposal Coordinator/Writer – Preferred Systems Solutions, Incorporated (October 2009 – January 2010)

Supported capture leads on Federal proposals valued from $10 to $20 million, and wrote, edited and developed marketing materials (e.g., brochures, capability statements, briefings and presentations) for clients, partners and trade shows. Coordinated proposal efforts from reviewing and analyzing draft and final solicitations, to editing and preparing review and final proposal submission materials.

(Natek was acquired by and absorbed into the Strongbridge Corporation in 2012)

Coordinated proposal tasks and materials for Federal solicitations in the $1 to $10 million range, and wrote, revised, edited and formatted marketing materials for the corporate website, clients, partners and trade shows. Reviewed and analyzed solicitations and developed proposal materials. Assisted on capture management and research with Capture/Business Development leads, and tracked solicitation releases, modifications, amendments and attachments. Achievements include:

·         Coached and assisted subject matter experts who had limited writing experience to outline or storyboard content, and helped them compose and revise their proposal sections

·         Coordinated successful proposal effort for critical contract re-bid effort valued at $10 million.

Proposal Writer – Omega World Travel (September 2003 – February 2007)

Wrote and prepared proposal responses for commercial and Federal solicitations ranging between $1 million and $10 million in a “proposal shop” environment utilizing an extensive boilerplate library. Read and analyzed solicitations for management to determine bid/no-bid decisions, response plans and strategies. Wrote, edited and oversaw formatting of weekly and quarterly internal corporate and client newsletters. Facilitated weekly Business Development meetings when managers were not available. Achievements include:

·         Sustained and temporarily managed the proposal department with minimal staff and/or under heavy workloads when management was out of the office for extended periods of time
